Harbor Star Shipping Services, Inc. (TUGS) was registered with the Securities and Exchange Commission (SEC) on July 5, 1988 under the name Seatows, Inc. The Company's service lines include harbor assistance, towing, lighterage, ship salvage, marine construction, repair and maintenance works, wreck removal, and firefighting. Other marine services include oil and chemical spill response, diving and underwater work, and ship and crew management.

As of December 31, 2024, TUGS has operations in 11 base ports all over the country, providing services to approximately 8,401 ships as of yearend 2024. The major ports of TUGS services include the Manila International Container Terminal, Manila South Harbor, Bataan, Batangas, Cagayan de Oro, Cebu, Davao, and Iloilo. The Company maintains and manages a fleet of 51 domestically and internationally classed tugboats, seven barges, one landing craft tank, and one dredger. The Company has a total of 60 vessels.

The Company's subsidiaries are Peak Flag Sdn. Bhd.; Harbor Star Subic Corp.; Harbor Star Energy Corporation; Harbor Star East Asia (Myanmar) Ltd.; Harbor Star Construction Company; and Kaibuok Star Shipyard Inc.
